To ensure robust IT service management and regulatory compliance in line with EBA Outsourcing Guidelines, with a strong focus on maintaining sustainable, value-driven relationships between IT service providers and recipients—particularly for SSBI IT contracts and the State Street Luxembourg branch.

Job Description

The IT Outsourcing Manager plays a critical role in overseeing the lifecycle of outsourced IT services, ensuring they are delivered effectively, securely, and in alignment with regulatory expectations. This role is not only about compliance—it is about building and maintaining strong, collaborative relationships with service providers to ensure long-term service quality, resilience, and mutual value.

You will support the IT Outsourcing Controlling & Oversight function by managing governance processes, driving continuous improvement, and ensuring that both internal and external service providers meet performance, risk, and compliance standards.

Key Responsibilities

  • Act as a strategic liaison between service providers and internal stakeholders to ensure mutual understanding, alignment, and sustainable service delivery.
  • Ensure compliance with EBA Outsourcing Guidelines and other relevant regulations (e.g., MaRisk, BAIT, DORA) for all SSBI IT outsourcing arrangements.
  • Oversee the full outsourcing lifecycle, including due diligence, risk assessments, contract management, service reviews, and exit strategies.
  • Monitor and report on key performance indicators (KPIs), key risk indicators (KRIs), and service level agreements (SLAs), ensuring timely follow-up on deviations.
  • Support the continuous improvement of IT outsourcing methodologies, governance frameworks, and internal control mechanisms.
  • Collaborate with Legal, Compliance, Procurement, and Risk teams to ensure outsourcing arrangements are robust, transparent, and auditable.
  • Facilitate regular service review meetings and maintain strong communication channels with service providers to address issues proactively and constructively.
  • Maintain comprehensive documentation, including outsourcing inventories, risk assessments, and governance reports.


Qualifications

  • Bachelor’s degree in a technical or business discipline, or equivalent experience.
  • 8+ years of experience in IT service management, outsourcing governance, or vendor management within the financial services sector.
  • Strong knowledge of banking outsourcing regulations and IT governance frameworks.
  • Familiarity with tools and processes related to procurement, information security, and performance monitoring.
  • Proficiency in Microsoft Office Suite; experience with governance or risk management platforms is a plus.
  • Fluent in English; additional European languages are an asset.
