Role Overview
We are seeking a results-driven Project Manager to oversee the delivery of complex infrastructure-based identity projects, particularly in emerging countries. Working hand-in-hand with a Technical Manager, you will be responsible for managing timelines, scope, budget, stakeholder engagement, and quality. The role demands strong field experience, cross-cultural communication skills, and the ability to lead multidisciplinary teams across borders.
This position is based in Munich, with frequent coordination with international teams and project stakeholders.

Role Overview
We are seeking a results-driven Project Manager to oversee the delivery of complex infrastructure-based identity projects, particularly in emerging countries. Working hand-in-hand with a Technical Manager, you will be responsible for managing timelines, scope, budget, stakeholder engagement, and quality. The role demands strong field experience, cross-cultural communication skills, and the ability to lead multidisciplinary teams across borders.
This position is based in Munich, with frequent coordination with international teams and project stakeholders.
Key Responsibilities
- Project Planning & Execution:
- Develop and maintain full project plans including scope, milestones, risk assessments, and deliverables,
- Lead the execution of projects involving secure infrastructure, identity documents, PKI, APIs, and operations ramp-up,
- Ensure timely delivery through active coordination with Technical Managers, engineers, suppliers, and partners.
- Controlling & Financial Oversight:
- Monitor and control budgets, schedules, and resource allocation,
- Track actuals vs forecasts and implement corrective actions where needed,
- Prepare financial reports and maintain project audit readiness.
- Stakeholder Management:
- Act as the primary project interface with government clients, institutional stakeholders, and internal teams,
- Maintain regular, clear, and culturally appropriate communication with all project actors,
- Manage client expectations and adapt plans based on field realities.
- Team Coordination & Leadership:
- Lead multidisciplinary project teams (technical, logistics, legal, training, etc.) in collaboration with the Technical Manager,
- Ensure team alignment and performance through regular check-ins, goal setting, and conflict resolution,
- Provide mentorship to junior project team members as needed.
- Risk & Issue Management
- Identify, assess, and proactively manage project risks,
- Develop mitigation strategies and contingency plans,
- Lead structured issue resolution processes to maintain project continuity.
- Quality, Compliance & Handover:
- Ensure that all project deliverables meet security, quality, and documentation standards,
- Coordinate final acceptance and handover to local operations teams,
- Conduct post-project reviews and implement lessons learned
- Bachelor's or Master’s degree in Project Management, Engineering, or related technical discipline,
- 5+ years of experience in managing infrastructure or IT projects, preferably in identity or public sector domains,
- Proven field experience delivering projects in emerging countries
- Recognized certification (PMP, PRINCE2, IPMA Level B/A) is required.
- Familiarity with biometric, PKI, secure infrastructure, and identity management systems is a strong advantage.
- Proficiency in tools such as MS Project, Jira, Confluence, and Microsoft 365,
- Strong analytical, communication, and reporting skills,
- Fluency in English; knowledge of German, French or Spanish is a strong plus.
- Willingness to travel internationally and work on-site during key phases.
